The National Drug Court Institute (NDCI), led by myself and West Huddleston, held a two day focus group that brought together jurisdictions with existing jail based reentry programs: programs, who understood that the best way to deal with prison overcrowding and reentry problems was not to put offenders in prison in the first place.
On April 11-12, 1999, teams from Los Angeles and San Bernadino CA, Fort Laubderdale, Fl, and Evanston, Wy came together to analyze and distill the structure, implementation effectiveness of the jail-based reentry court, providing guidance that remains as relevant today as it was a decade ago.
