I have ben a part of the criminal justice system as public defender, private attorney, court commissioner, and trial judge, for almost forty years. My experience is long and wide. I created, implemented and presided over the Oakland Drug Court in 1990 and the San Francisco Reentry Court in 2010. I was founding President of the National Association of Drug Court Professionals (NADCP) in 1994, and moved to D.C. (1996-2001) to be its national leader, created the National Drug Court Institute (NDCI’s formation was formally celebrated in the Rosevelt Room at the White House on December 10, 1997), and founding President of the International Association of Drug Court Professionals (1998).
Since returning from Washington D.C. in 2002, I sat in over fifty courthouses in California as a retired judge over the next fifteen years-sitting on assignment in over twenty (20) Problem-Solving Courts-as well as acting as a consultant in numerous drug and problem-solving courts throughout California.
I have had an extraordinarily diverse experience as a problem-solving bench officer and have written extensively on the subject of Commuity-Based Courts (on a theoretical, practical and personal level). I continue to sit as a trial judge in the California Courts, and the videos below are part of a video tutorial I have created to assist jurisdictions and programs in California and around the world.

They were filmed during the final days of the San Francisco Reentry Court (SFPRC), a highly successful Community-Based Court, whose extraordinary effectiveness depended on both staff and participant commitment to incentives and pro-social activities.
