California’s Non-Revokable Parole Goes into Effect

Today, Non-revocable Parole goes into effect in California. Some five thousand non-violent, less serious offenders will be released with a single condition of parole; that they submit to a search when requested.  Part of a multi-phase prison/parole reform package, some question whether releasing former offenders without services, rehabilitation, or accountability will increase or decrease the rate of recidivism in California.
